Why β€œwheat starch” can sit on a gluten-free label β€” in four of these six countries

Wheat starch is the carbohydrate part of the wheat grain; gluten is the protein part. Industrial washing separates the two, but a small amount of protein survives in ordinary wheat starch. Wheat starch processed further, to bring that residual gluten to 20 ppm or under, is what the trade calls gluten-free wheat starch or Codex wheat starch. Bakers use it because it behaves closer to wheat flour than rice or maize starch does in bread and pastry.

The rule sits in the Codex Alimentarius standard that all four of these markets built their own law on:

In all four, the ingredient list still has to say β€œwheat starch” β€” wheat is a regulated allergen in every one of these markets, and that declaration doesn’t switch off because the product is gluten-free. The two lines on the pack are answering two different questions: β€œgluten-free” is a statement about how much gluten is in the food; β€œwheat starch” is a statement about what it’s made from. For coeliac disease, the first is the one the regulation was written for.

Australia and New Zealand have no such carve-out. Their standard defines β€œgluten-free” as no detectable gluten, full stop β€” a specially processed wheat starch that clears the UK’s or Canada’s 20 ppm bar can still fail an Australian or New Zealand test, because that test is built to catch far less. You will not see β€œgluten-free” wheat starch marketed as such in either country.

If you also have a wheat allergy

Everything above is about gluten. If you have a diagnosed wheat allergy β€” an IgE reaction to wheat proteins, separate from coeliac disease β€” the allergen line is the one written for you, in any of these six countries, and a gluten-free wheat-starch product is still a wheat product. Your allergy team, not the gluten-free claim, decides that one.

Oats: gluten-free by nature, rarely grown that way

Botanically, oats (Avena sativa) are not wheat, barley or rye, and their storage protein is avenin, not gliadin, secalin or hordein. Codex itself carries the whole story in one footnote: β€œOats can be tolerated by most but not all people who are intolerant to gluten. Therefore, the allowance of oats … in foods covered by this standard may be determined at the national level.” (CODEX STAN 118-1979, footnote 1, last verified 2026-09-13.) That single clause is why the six countries in this guide land in two different places.

The contamination problem is universal. Ordinary oats share fields, combines, trailers, silos and mills with wheat and barley wherever they’re grown. That’s why β€œwheat, barley, rye, and oats that aren’t gluten-free” is the standard coeliac avoid-list in every one of these markets β€” oats are the only entry with a condition attached.

The oats rule, market by market

Avenin sensitivity: the documented minority

Here is the part that makes oats different from every other ingredient covered by a gluten-free claim, in every one of these six countries. Some people with coeliac disease react to avenin itself, separately from their reaction to gluten.

What the coeliac societies say:

  • Coeliac UK: β€œMost people with coeliac disease can tolerate gluten free oats with no problems,” while β€œa very small number … may still be sensitive to gluten free oat products.” Its current position is that gluten-free oats β€œcan be introduced to your diet at any stage,” with the advice to review their use with a health professional if symptoms or concerns arise. Reading the label: when to trust it, when to check further

The label is the answer when:

  • The pack carries a regulated β€œgluten-free” claim in the UK, Ireland, the US or Canada, and you’re shopping in that market. Wheat starch in the ingredient list doesn’t undo it.
  • The pack carries a β€œgluten-free” claim in Australia or New Zealand. Because oats are barred from that claim there entirely, seeing it at all already tells you the product contains no oats and no detectable gluten β€” a stricter statement than the same words make in the other four markets.
  • An oat product carries a β€œgluten-free” claim, in a market where that claim exists for oats (UK, Ireland, US, Canada). That’s the supply-chain-plus-testing statement you need.
  • The pack says β€œmay contain traces” alongside a gluten-free claim. Precautionary labelling is voluntary manufacturer wording, based on the manufacturer’s own risk assessment, not a gluten-content measurement β€” and it doesn’t downgrade a regulated gluten-free claim. Go one step further when:

  • The ingredient list says wheat starch and there’s no gluten-free claim anywhere on the pack β€” in any of the six markets. Ordinary wheat starch isn’t the processed kind. Without the claim, the ingredient line is all you have, and it says wheat.
  • The pack says β€œvery low gluten.” That claim exists in the UK, Ireland and the wider EU, covers 20–100 ppm, and is written for a different purpose than β€œgluten-free.” Decide with your medical team whether that band is for you; it doesn’t exist as a category in the US, Canada, Australia or New Zealand.
  • You’re reading a label from a different market than the one you’re standing in.
