Gluten-Free Kyoto: ramen, wagyu, cafés and sweets, for coeliacs

UPDATED=2026-09-29READ=16 MINREVIEW=HTGF EDITORIAL
Gluten-free city guide · the places worth planning around

Gluten-Free Kyoto

Kyoto cooking leans on soy sauce, in tare, tsuyu and dashi-based broths, and on fu (麩), the wheat-gluten cakes of temple and kaiseki cooking. The good news is that the city has a small cluster of places where everything is gluten-free, from soy-milk ramen to wagyu steak.

This is a short list on purpose: 14 places whose own website we read on 29 September 2026, each quoted in its own words. Seven are entirely gluten-free; four more describe their food as gluten-free or wheat-flour-free, each with one question to ask; three are mixed kitchens with gluten-free choices. Everything else we track in Kyoto is on the live map, one link down.

How to read this guide

We publish evidence, not vibes. Every card carries the venue’s own words about how it handles gluten, a street address from our records, and the date we last checked it. The ★ is set only by a person at How to Gluten Free: software never sets it, and a community report never earns it. Our four promises are public at howtoglutenfree.com/what-we-promise.

★ DedicatedA bakery, kitchen or shop with no gluten in it, in its own words and on our check.
GF-serving · written protocolA kitchen that also cooks with wheat and describes its gluten-free handling in writing.
Checked by us / Checked online“Checked by us” means a person at HTGF checked the venue in person. “Checked online · not visited” means we applied our rule to the venue’s own website or page; nobody stood in the room.
01 · RAMEN, SUSHI AND WAGYU, ENTIRELY GLUTEN-FREE

Ramen, sushi and wagyu, entirely gluten-free

Three branches of one soy-milk ramen group, where every item on the menu is gluten-free and the noodles come from the group’s own gluten-free noodle works, and a wagyu steak restaurant that says the same of its whole menu.

01

Gion Soymilk Ramen Uno Yukiko (ぎをん豆乳ら〜めん うのゆきこ)

★ DedicatedRamen

The Gion shop of the UNO RAMEN group: plant-based soy-milk ramen on rice-flour noodles, in a kitchen that uses no wheat flour at all.

The gluten-free angle

Its own FAQ: «すべてのメニューがグルテンフリーです。厨房では小麦粉を使用せず、麺もグルテンフリー専門の自社製麺所で製造しています。» (every item on the menu is gluten-free; no wheat flour is used in the kitchen, and the noodles are made in the group’s own gluten-free-only noodle works).

Order

The soy-milk ramen, on its rice-flour noodles.

Watch out

Its site gives 11:30 to 21:00 (last order 20:30) with irregular closing days, so check before you go.

★ DedicatedRamen

The same group’s branch on the 9th floor (10F) of the Kyoto Station building, handy on an arrival or departure day.

Its own site: «Dedicated Gluten-free Kitchen», and «キッチンにグルテンを含む食材を持ち込みません。» (no ingredients containing gluten are brought into the kitchen).

Order

A bowl of the soy-milk ramen.

Watch out

It sits in Kyoto Ramen Koji (京都拉麺小路), a ramen food court: the other shops on the floor serve wheat ramen from their own kitchens. Its site gives 11:00 to 22:00 (last order 21:30).

Order

Watch out

Its site names its seasonings as gluten-free but does not name the soy sauce separately; if a sauce is new to you, ask.

Order

Something from the deli, with the beer-taste drink its page describes as made without wheat or barley.

Watch out

The same page gives two different closing days (Monday and Tuesday in one place, Sunday and Monday in another), so check before you go. Hours on the page: 11:30 to 18:00 (last order 17:30).

03 · GLUTEN-FREE IN THEIR OWN WORDS, WITH ONE QUESTION TO ASK

Gluten-free in their own words, with one question to ask

Four places whose own words describe their food as gluten-free or wheat-flour-free: a takeaway deli, a café, a churro shop and an anko sweets shop. Each has one open point, so read the note on the card before you go.

08

gen (玄gen)

GF-servingTakeaway

A vegan takeaway shop whose dishes, sweets and rice-flour bread are all gluten-free, it says; its bread is made from rice flour alone.

The gluten-free angle

Its own FAQ: «当店のメニューは全てグルテンフリーです。施設内にも小麦粉製品は持ち込みません…» (our whole menu is gluten-free; no wheat-flour products are brought onto the premises).

Order

Rice-flour bread and a few dishes to take back to your room.

Watch out

Takeaway only, 11:00 to 20:00 per its site. It doesn’t name its soy sauce: ask whether it is gluten-free (tamari).

CHOICE (Choice Eat and Study Space)

GF-servingCafé & lunch

A vegan café and study space whose menu page says every dish is gluten-free; the current pasta is made with corn penne.

The gluten-free angle

Its own menu page: «当店のお料理は全てグルテンフリー&ヴィーガンです。» (all our dishes are gluten-free and vegan).

Order

The pasta, which its menu says is made with 100% corn penne.

Watch out

Its English page still names one pasta made from ancient wheat as the exception, so ask whether that dish is still served. The soft serve comes with cornflakes (コーンフレーク入り), which often contain malt: ask, or skip them. It doesn’t name its soy sauce: ask for tamari. Closed on Wednesdays.

DANNY CHURROS

GF-servingChurros

A rice-flour churro shop from Tokyo that opened its Kyoto branch on 1 September 2026, with rice-flour taiyaki too; the churros are fried in rice oil.

The gluten-free angle

Its own site: «オリジナル生地は グルテンフリー100%» (our original dough is 100% gluten-free), and «揚げ油は国産の米ぬかのみを精製した米油» (the frying oil is rice oil refined only from Japanese rice bran).

Order

Plain rice-flour churros, or the rice-flour taiyaki.

Watch out

Its gluten-free words cover the dough; they say nothing about toppings, coatings and sauces, so ask which flavours are gluten-free. The branch is new: its site gives 11:00 to 19:00.

Toshoan (都松庵)

GF-servingAnko sweets & café

A Kyoto anko (sweet bean paste) maker with a café at its main store, where the pancakes are made with rice flour.

The gluten-free angle

Its own page: «小麦粉不使用にもこだわった、体に優しい商品をご提供いたしております。» (we offer gentle products and take care that they are made without wheat flour).

Order

The rice-flour soufflé pancake (米粉のスフレパンケーキ) with anko.

Watch out

Its words say wheat-flour-free, never gluten-free, and one product label lists maltose (麦芽糖) without saying what it is made from. Read each label or ask about barley and malt. Hours per its site: 10:00 to 18:30, pancakes until 16:30.

04 · MIXED KITCHENS WITH GLUTEN-FREE CHOICES

Mixed kitchens with gluten-free choices

A bakery that bakes rice-flour loaves beside ancient-wheat bread, a family sushi restaurant with gluten-free options, and a café with gluten-free dishes on its menu. All three handle wheat, so say the sentence every time.

12

Boulangerie L'oiseau bleu

GF-servingBakery

A vegan bakery with a range of gluten-free rice-flour loaves, next to its ancient-wheat breads.

The gluten-free angle

Its own site: «グルテンフリーのパンと古代小麦パンの専門店» (a specialist in gluten-free bread and ancient-wheat bread).

Order

The gluten-free rice-flour loaves (グルテンフリー米粉食パン).

Watch out

The same bakery bakes 100% spelt and einkorn bread, and both are wheat. Its site says nothing about keeping the two apart, so ask how the rice-flour loaves are made and packed. The shop opens on Tuesdays, Saturdays and Sundays, 11:00 to 17:00.

A family-run sushi restaurant, open since 1960, that offers gluten-free options on its menu.

The gluten-free angle

Its own site: «Enjoy à la carte sushi, sashimi, tempura and grilled dishes, with gluten-free options available.»

Order

Sushi and sashimi from the gluten-free options.

Watch out

Its site doesn’t say what soy sauce it uses: ask for gluten-free soy sauce (tamari) and check the glaze on grilled fish. Tempura is on the menu, so skip anything fried unless the oil is its own.

Order

Ask which dishes and sweets are on the gluten-free menu.

Watch out

A mixed kitchen, and its page says nothing about how the gluten-free dishes are kept apart or what soy sauce it uses: ask for tamari. Its page gives 10:00 to 17:00, closed on Wednesdays and Thursdays.

Where to base yourself

  • Gion and Higashiyama: Gion Soymilk Ramen Uno Yukiko and CHOICE (chapters 1 and 3).
  • Kyoto Station and the centre: UNO RAMEN -Kyoto Station- in the station building, DANNY CHURROS in Shimogyo, AL CAMINO, Toshoan and Kikyo Sushi in Nakagyo (chapters 1 to 4).
  • Kamigyo: Planet, gen and Yakiniku Steak Iwai (chapters 1 to 3).
  • North and east: UNO RAMEN -Sanjo- and FILE NATURAL FOOD & GALLERY in Sakyo, Boulangerie L’oiseau bleu in Kita (chapters 1 and 4).
  • Arashiyama: musubi sweets factory (chapter 2).

We haven’t checked a Kyoto hotel kitchen ourselves. When you book, ask about a gluten-free breakfast and pick a room with a fridge: gen (chapter 3) is takeaway only, which makes it easy to stock up.

The one sentence to say

Show it before ordering, every time, dedicated kitchen or not. Coeliac disease in Japanese is セリアック病, and wheat is 小麦 (komugi).

I have coeliac disease, an autoimmune condition, not a diet choice or preference. I can’t eat wheat (including spelt, kamut, durum and semolina), barley, rye or ordinary oats, or anything made with them (bread, pasta, batter, breadcrumbs, flour).

Get the dining card with the follow-up questions →

Two follow-ups that help in Japan. For sauces and broths: 「これに醤油、麦芽、小麦粉、パン粉、固形スープの素は入っていますか?確認していただけますか?」 (“Is there soy sauce, malt, flour, breadcrumbs or stock cubes in this? Could you check?”). For anything fried: 「これは共用のフライヤーや共用の油で揚げましたか?」 (“Was this fried in a shared fryer or shared oil?”)

Good to know

  • Japanese labels flag wheat, not gluten. Wheat (小麦) is one of nine allergens that must be declared on packaged food (Consumer Affairs Agency list, April 2026). Barley (大麦) and rye (ライ麦) are on neither the mandatory nor the recommended list, so look for them, and for malt (麦芽), in the ingredients yourself.
  • Rice-flour bread is not automatically wheat-free. The Consumer Affairs Agency warns that rice-flour products such as 米粉パン can contain gluten or other wheat ingredients, and tells shoppers to ask the staff at in-store bakeries that have no labels.
  • No “may contain” line does not mean no cross-contact. The Agency recommends, but does not require, a warning such as 「本品製造工場では…」 when contamination can’t be ruled out.
  • Soy sauce is the classic trap. Almost all shoyu (醤油) is brewed with wheat, and it goes into tare, tsuyu and marinades. Ask for tamari (たまり), and check that label too: not all tamari is wheat-free.
  • Matcha sweets and wagashi need a check. Many wagashi are made from rice or beans, but some use wheat flour, for example in baked or steamed doughs. Matcha drinks and soft serve can bring in wheat or barley through cones, malt or toppings. Look for 小麦 (wheat) and 大麦 (barley) in the ingredients, or ask.
